FAA opens comment on Zipline's plan for 220,000 drone deliveries a day in Texas

The US Federal Aviation Administration has opened public comment on a draft environmental assessment that would allow Zipline to operate up to 220,000 drone deliveries a day across five Texas metropolitan areas. The document, dated September 2026 and posted on 11 September, covers Houston, San Antonio, Austin, Amarillo and El Paso. It sets a ceiling of 660,000 individual flight legs a day over 45,542 square kilometres (17,584 sq mi) of operating area. DroneXL, which first reported the filing on 15 September, notes that comments close on 11 October 2026.
What the draft assessment proposes
Zipline already holds an FAA air carrier certificate under 14 CFR Part 135 and an exemption under 49 U.S.C. § 44807 that lets it carry another party's property beyond visual line of sight. It is now asking to amend its Operations Specifications — the document that lists where an air carrier may fly. Approving that amendment is a major federal action, so it triggers a review under the National Environmental Policy Act, which is what this draft is.

A Charger is the ground unit an aircraft docks and recharges on; a Dropbox is the kiosk where a package is loaded. Every delivery consumes three flight legs — Charger to Dropbox, Dropbox to the delivery point, and delivery point back to a Charger — which is how 220,000 deliveries become 660,000 transits. Sites would sit on previously disturbed land such as paved car parks, and operations would run 24 hours a day, seven days a week, holidays included, with roughly 95 per cent of flights between 07:00 and 22:00 and 5 per cent overnight.
Seven times the Dallas–Fort Worth ceiling
The scale is easier to read against the approval Zipline already has. The FAA's final environmental assessment for Dallas–Fort Worth, signed in December 2025, allowed up to 75 sites and up to 500 docks, with up to 400 deliveries a day from each site inside a 16-kilometre (10 mi) radius — a maximum of 30,000 flights a day across that metro. The Texas proposal is more than seven times larger by daily deliveries and spreads across five separate metro areas rather than one.
The aircraft is unchanged. Both documents describe Zipline's Platform 2 — referred to as the P2 "Zip" in the Dallas–Fort Worth assessment — as an electrically powered aircraft with five propellers that takes off and lands vertically and then transitions to forward flight. It weighs about 28.6 kg (63 lb) including its maximum 3.6 kg (8 lb) payload, cruises at roughly 113 km/h (70 mph), and flies its en-route legs at 101 m (330 ft) above ground level. It does not land to deliver: it hovers and lowers a pod on a tether. That is a different design philosophy from larger uncrewed cargo aircraft such as the Elroy Air Chaparral, or from the medical-logistics fleets flown by operators like Swoop Aero, both of which move heavier loads over longer legs.
DRONELIFE reported in January 2026 that Zipline had passed two million commercial deliveries and 125 million autonomous commercial miles, with a median flight time of three minutes, and had named Houston and Phoenix as its next markets.
What the FAA examined, and what it did not
Most of the document is biology and noise. The FAA concluded that the proposal "may affect, but is not likely to adversely affect" the tricolored bat, the West Indian manatee and eleven listed bird species, and that it would have no effect on any designated critical habitat. For bald eagles, Zipline would keep 305 m (1,000 ft) clear of any nest it identifies, the separation in the national management guidelines under which no permit is required. Air quality was not analysed in detail at all: the aircraft is battery powered, so the FAA judged the category inapplicable.
What the assessment does not analyse is the combined load on the airspace. DroneXL points out that Houston is on course to host three delivery operators at once, while the document examines only Zipline's own flights. The FAA has a separate answer in progress: a national Programmatic Environmental Assessment for Part 135 drone delivery, whose comment period closed on 8 January 2026, would let later project-specific reviews tier off one national framework instead of repeating the analysis operator by operator.
What happens next
The 30-day comment window closes on 11 October 2026. The notice of availability ran in local newspapers in all five metro areas, in English and Spanish, and the draft is signed by Derek Hufty, manager of the FAA's General Aviation and Commercial Operations Branch. After comments, the FAA either issues a finding of no significant impact and proceeds to the Operations Specifications amendment, or determines that a full environmental impact statement is required.
